The following explanation was provided by W4TV. Thanks, Joe!
DO NOT allow the N1MM Full Installer to install DLPORTIO. The Full Installer default installs a 32-bit DLPORTIO unless you uncheck the "DLPORTIO port driver" box in the list of options.
If you have already run the Full installer or if DLPORTIO is already installed, you probably have the 32-bit version which will not work under Windows 64-bit. Go to both C:\Windows\System32 and C:\Windows\SysWOW64 and delete any copy of DLPORTIO.DLL found there
Download the binary distribution of InpOut32 here:(external link)
DO NOT use InstallDriver.exe from the InpOutBinaries_1500.zip package
Extract only Win32\inpout32.dll from the distribution package and copy it to your computer's C:\Windows\SysWOW64 directory. Rename it to DLPORTIO.DLL. NOTE: Yes - you want inpout32.dll from the \32 directory, NOT the \64 directory
Reboot after copying DLPORTIO.DLL to C:\Windows\SysWOW64
