Hi All



After talking to many of the participants, both in the UK and at Friedrichshafen, I have set out some proposed rule changes for future IARU ATV Contests. Not all need to be implemented, but I think that the time is right for change. I would welcome comment by e-mail to atv@iaru-r1.org before 30 October 2022.



Please circulate this document widely (and publish it?); it would be useful if someone was able to translate it into Italian and circulate it to the Italian ATV Community.



The ATV Contest community is strong, but I believe that these changes are required to continue to encourage newcomers. In brief the proposals are:



Only the bands 1.2cm and above qualify for increased scoring multipliers.
The contest is split into a low band ( 6m – 13cm?) contest in June and a high band (9cm – 0.2cm) contest in September)
Roving stations are limited to 2 locations except for bands of 1.2cm and higher.
Video codes sent to roving stations need not be changed for second contacts.
Equipment sharing between stations at a single site is stated as not being permitted.

Po pogovoru s številnimi udeleženci, tako v Združenem kraljestvu kot v Friedrichshafnu, sem predstavil nekaj predlaganih sprememb pravil za prihodnja tekmovanja IARU ATV. Vseh ni treba izvajati, vendar mislim, da je pravi čas za spremembe. Vesel bi bil komentarja po e-pošti na atv@iaru-r1.org pred 30. oktobrom 2022.



Prosimo, da razširite ta dokument (in ga objavite?); koristno bi bilo, če bi ga kdo uspel prevesti v italijanščino in razposlati italijanski skupnosti ATV.



Skupnost ATV Contest je močna, vendar verjamem, da so te spremembe potrebne za nadaljnje spodbujanje novincev. Na kratko so predlogi:



Samo pasovi 1,2 cm in več so upravičeni do povečanih množiteljev točkovanja.
Tekmovanje je razdeljeno na tekmovanje v nizkem pasu (6 m – 13 cm?) v juniju in tekmovanje v visokem pasu (9 cm – 0,2 cm) v septembru)
Potujoče postaje so omejene na 2 lokaciji, razen za pasove 1,2 cm in višje.
Video kod, poslanih potujočim postajam, ni treba spreminjati za druge stike.
Navedeno je, da souporaba opreme med postajami na enem mestu ni dovoljena.

IARU ATV tekmovanje
Rad bi začel z zgodovino mojih tekmovanj.
Po letu 2005, ko je ZRS ATV prepustil svoji usodi (formalno vedno obstaja vodja ATV), smo imeli velik problem, kam poslati naše IARU ATV Contest LOG-e. Smo kontaktirali več RA predstavnikov – IARU, kot zvez v LOG-ih. Ista težava pri sledenju rezultatov tekmovanja IARU ATV. Letos je prvo leto, ko nam je sporočil manager UKV (ne ATV manager) - v naši rubriki, rezultate tekmovanja IARU ATV 2022.
Moje pritožbe glede tekmovanja IARU ATV, sem jih tisočkrat pisno izrazil, a poslušalcev ni.
Datum
Ne vem, zakaj se je tekmovanje IARU ATV premaknilo s septembra na junij.
Tekmovanje ATV Ancona je imelo težave zaradi sovpadanja različnih tekmovanj v istem obdobju junija. RA ATV sodelujemo tudi v ostalih tekmovanjih.
Urnik
Vsa tekmovanja IARU imajo 24-urni urnik (od 14. ure v soboto do 14. ure v nedeljo). Tekmovanja v portablu, z gore, ne morete končati ob 20. uri.
Raporti
Novi sistem raportov je pozabil zvok. Na najnovejših ATV tekmovanjih zvočno poročilo ni podano - zvok se ne preverja.
Modulacije
Tekmovanje ne more združevati različnih modulacij. V sebi ima lahko vse modulacije a vsaka ima svojo razvrstitev. Skupne razvrstitve ni mogoče narediti, ker različne države nimajo enakih delovnih frekvenc. Digitalni sistem DVB-S, DVB-S2, DVB-T, DVB-T2 ima vsak svoje pod parametre ...
Rezultat
Za vsako modulacijo, rezultat, za vsako celoten QSO 4 točke ali 2 točki za ½ QSO, brez zvoka 3 točke ali 1 točka.
Za skupno razvrstitev se lahko seštejejo le točke udeležencev, držav, ki imajo isti Band Plan.

(IARU ATV contest
Vorrei iniziare con la cronologia dei miei contest
Dopo il 2005, dopo che la ZRS ha lascato l’ATV al suo destino (formalmente ce sempre un ATV manager), avevamo il grande problema dove mandare i nostri LOG dei Contest IARU ATV. Abbiamo interpellato piu` RA – rappresentanti IARU che QSO nei LOG. Stesso problema per rintracciare i risultati dei Contest IARU ATV. Quest` anno e il primo anno che il UKV manager ( no il ATV manager ) ci ho comunicato –messo nella nostra rubrica risultati del contest IARU ATV 2022.
Le mie lamentele per il IARU ATV contest, le ho espresse per iscritto un migliaia di volte, ma non ci sono ascoltatori.
La data
Non so per quale motivo sì è spostato il contest IARU ATV, da settembre a giugno.
L’Ancona ATV contest ha avuto dei problemi per la coincidenza dei diversi contest nello stesso periodo di giugno. Noi RA ATV partecipiamo anche agli altri contest.
L’orario
Tutti i contest IARU hanno il orario di 24 ore ( dalle 14 di sabato alle 14 della domenica) Non si può finire un Contest in portatile da un monte alle 20 di sera.
Il rapporto
Il novo sistema di rapporto ha dimenticato l’audio. Negli ultimi ATV contest non si da il rapporto per l’audio – non si controlla l’audio.
Le modulazioni
Il contest non può unire diverse modulazioni. Può avere, nel suo interno, tute le modulazioni ma ognuno con la propria classifica. Non si può fare una classifica complessiva perche, i diversi stati non hanno le stesse frequenze di lavoro. Il sistema digitale DVB-S, DVB-S2, DVB-T, DVB-T2, ha ognuno i suoi sotto parametri …
Il punteggio
Per ogni classifica, il punteggio, per ogni QSO completo 4 punti o 2 punto per ½ QSO, senza audio 3 punti o 1 punto.
Per la classifica complessiva si possono sommare solo i punti dei partecipanti, degli stati, che anno lo stesso Band Plan.

Discussion Document – Possible IARU Region 1 ATV Contest Rule Changes
Introduction
I have participated in the IARU Region 1 ATV Contest for many years, and compiled the final
scores for the last 5 years.
I see the objectives of the contest to be to:
- To promote ATV activity, especially across international borders.
- To promote technical innovation within the ATV field.
- To encourage newcomers to participate in ATV activity.
The rules and scoring system need to support these objectives. I think that the current rules need
to be amended to continue to meet these objectives. Here are some proposals for discussion.
Technical Advances
When the existing rules were last amended, building ATV equipment for 23cm and above was
difficult and was rewarded by band multipliers to encourage technical innovation. With the current
availability of surplus mobile telephone base stations, microwave link equipment and Satellite TV
equipment, it is much easier to build an ATV station for the 23cm, 13cm, 9cm, 6cm and 3cm
bands. Additionally, commercially produced ATV equipment (the Icom IC-905) is soon to be
available for these bands.
Building equipment for the 1.2cm band is still reasonably difficult. The bands above this (0.6cm,
0.4cm and 0.2cm) are ripe for amateur technical innovation and band multipliers remain
appropriate.
My first proposal is that all bands 3cm and below should use the simple band multiplier of
2 points per km for 2-way and one point per km for one-way. 1.2cm should use 4 points per
km and bands above that should use 10 points per km (both halved for one-way).
Too Many Bands at Once?
With the recent addition of 50 MHz as an IARU Region 1 band, and the use of 0.2cm, the IARU
Region 1 ATV Contest covers 11 Bands. The level of complexity required to operate on more than
2 or 3 bands is well out of reach of beginners, and the transportation and set-up requirements for
portable operation are unreasonable.
Splitting the contest into a low-band and a high -band contest is one possible solution, with the
possible dates being the second weekend in June and the second weekend in September. The
low band contest could be in June, with the high band contest in September.
The band split could be 6m, 70cm and 23cm for low, and 13cm and above for high, or 13cm could
be included in the “low bands”.
My second proposal is that the contest be split into 2 weekends, a low band weekend in
June, and a high band weekend in September, with the split between bands to be decided
based on the feedback that I receive.

Roving Stations
In the current rules, roving (moving) to a new location allows you to contact new stations and also
stations that you have previously contacted and claim points for them (again). Whilst in a 2-day
contest it seems reasonable to use a different location on each day, some stations have been
gaining an advantage by “roving” to up to 6 locations during the contest. This disadvantages fixed
stations and beginners.
There is a case to be made for allowing multiple roving locations on the higher microwave bands
where it is difficult to establish line-of-sight paths with multiple other stations from a single location.
My third proposal is that entrants should be limited to 2 roving locations during the
contest, except for the bands 1.2cm and higher, where multiple roving locations would be
acceptable.
Video Codes for Contacts with Roving Stations
The current rules require that a station contacting a roving station for the second (or subsequent)
time changes his transmitted video 4-number code. This has proved difficult to achieve and even
more difficult to check during scoring. Given the low risk of (and low reward for) cheating, I do not
think that this rule is sensible.
My fourth proposal is that the requirement to change transmitted video code for second
and subsequent contacts with roving stations be dropped.
Shared Equipment
The current rules do not include any statements about the use of shared equipment by different
stations (callsigns/entries) at the same site. Taken to the limit, this could allow a queue of
operators using the same equipment to give multiple contacts (points) to a single remote station.
My fifth proposal is that each station operating at one site must use a unique set of
equipment and that equipment must not be shared with any other station operating from
the same site.
I would welcome comments on these proposed changes; nothing is decided yet, but I do feel that
some changes would benefit the hobby.
